LUSBY, Md. — A routine traffic stop for an inoperative headlight near Calvert Cliffs State Park led to the arrest of a Lusby woman and a Dameron man after Calvert County Sheriff’s Office deputies allegedly discovered suspected heroin and numerous items of drug paraphernalia throughout their vehicle, according to court documents.

Cassandra Dorothy Foard, 28, of Lusby, and Clay Andrew Burris, 28, of Dameron, were each charged in the District Court for Calvert County with possession of a controlled dangerous substance other than cannabis and possession of controlled dangerous substance paraphernalia.

According to charging documents filed by the Calvert County Sheriff’s Office, the traffic stop occurred at approximately 12:35 a.m. July 1, 2026, while a deputy was conducting traffic enforcement on southbound Solomons Island Road (Route 4) near the entrance to Calvert Cliffs State Park.

The deputy reported observing a white Chevrolet Malibu traveling south with an inoperative front passenger-side headlight. After initiating a traffic stop near the intersection of Route 4 and Sweetwater Road in Lusby, deputies identified Burris as the driver and Foard as the passenger. Burris reportedly told the deputy he did not have his Maryland driver’s license with him but believed his passport was somewhere inside the vehicle.

While Burris searched for the passport, the deputy allegedly observed an unmarked black capsule lying in plain view on the floorboard between Burris’ feet. After obtaining identification from both occupants and checking law enforcement databases, investigators discovered the pair had recently been charged in another Calvert County drug case stemming from a June 3, 2026, traffic stop involving suspected controlled dangerous substances and drug paraphernalia.

According to the charging documents, additional deputies responded to assist, and a probable cause search of the Malibu was conducted after the black capsule was no longer visible where it had initially been observed.

Investigators reported locating suspected heroin and drug paraphernalia throughout the vehicle, including more than 24 capsules containing suspected heroin residue, a clear plastic bag inside a black makeup bag in the trunk containing 27 additional sealed black capsules of suspected heroin, 14 cut straws, and numerous pieces of burned aluminum foil.

Deputies also alleged Burris was carrying a cut straw containing suspected heroin residue concealed in the waistband of his boxer shorts during a search incident to arrest. Foard was reportedly found with a cut straw in her pocket and a folded piece of paper containing a substance she allegedly described as “horse tranquilizer.”

According to court documents, both suspects were advised of their Miranda rights. Foard invoked her rights and declined to answer questions without an attorney. However, investigators allege she later made a spontaneous statement claiming the black makeup bag containing the capsules belonged to her. Deputies also reported Foard stated she typically snorted controlled dangerous substances.

Burris, meanwhile, waived his Miranda rights and agreed to speak with investigators. According to the charging documents, he told deputies that he and Foard were drug users and acknowledged they both struggled with addiction. Investigators noted Burris appeared visibly upset and confused after learning Foard had claimed ownership of the capsules recovered from the makeup bag.

Deputies concluded the suspected heroin and paraphernalia were within reach of both occupants during the traffic stop. Both Foard and Burris were transported to the Calvert County Detention Center and charged. Investigators reported all evidence was seized, and the incident was captured on agency-issued Axon body cameras.

District Court records show both defendants were released on their own recognizance following bail reviews on July 2, 2026. Foard and Burris are each scheduled to appear for trial on Aug. 18, 2026, at Calvert District Court.
