On Aug. 7, 2007, at approximately 8:25 p.m. La Plata barrack Trooper W. Posey was on routine patrol when he was dispatched to the Naval Base for a possible intoxicated driver.
Upon contact with Officer Curtin, he advised the subject was disoriented and did not know here he was.ย Officer Curtin also stated that he detected a strong odor of a suspected Controlled Dangerous Substance, possible Phencyclidine (PCP).
A vehicle search by Officer Curtin revealed three glass vials of suspected PCP.ย Officer Curtin then contacted the Maryland State Police La Plata Barrack.
When Tpr. Posey received the information from Officer Curtin, he made contact with the driver and detected a strong odor of Phencyclidine (PCP) on the driverโs person. Tpr. Posey asked the driver if he had consumed any alcoholic beverages or controlled dangerous substances prior to operating his vehicle.
The driver stated โnoโ, his speech was slurred and he was very unsteady on his feet.ย The driver appeared to be very disoriented.
The driver was identified as William B. Noel, 59, of Baltimore, MD.ย Noel was placed under arrest for possession of CDS and transported to the Maryland State Police La Plata Barrack for processing.ย He was then transported to the Charles County Detention Center for further processing.
