On Dec. 20, at 12:36 a.m., Dfc. A. Whipkey responded to the Dragon Inn in Charlotte Hall, for the report of a disorderly subject.
Upon arrival Dfc. Whipkey observed Michael K. Morton IV, 28 of Prince Frederick, extremely intoxicated and standing in front of the establishment urinating in the doorway to the business and exposing himself to the general public.
Morton was placed under arrest, charged with indecent exposure and incarcerated in the Detention Center pending an appearance before the District Court Commissioner.
