
LEONARDTOWN, Md. — Gov. Wes Moore has appointed Magistrate Kevin R. Hill to the St. Mary’s County Circuit Court, filling a vacancy created by the death of Judge Michael J. Stamm in 2024.
Hill currently serves as magistrate for the St. Mary’s County Circuit Court and has spent much of his legal career in public service. He previously worked as a public defender in Charles, Calvert, and St. Mary’s counties, and later served as an assistant state’s attorney in St. Mary’s County, where he prosecuted a range of civil and criminal cases.
“The St. Mary’s County and Baltimore City Circuit Courts are gaining two remarkable stewards of the law,” Moore said in a statement announcing Hill’s appointment alongside that of Judge Catherine Chen in Baltimore City. “These appointees are dedicated public servants, and I am confident that they will continue their work to bring our state ever-closer to the full promise of equal justice for all.”
Hill earned his bachelor’s degree from St. Mary’s College of Maryland and a law degree from the University of the District of Columbia’s David A. Clarke School of Law. He also teaches as an adjunct associate professor at the University of Maryland Global Campus and spent over 15 years managing his family’s restaurants in St. Mary’s County before entering the legal field.
Hill will serve until the 2026 election, when he must run to retain the seat for a full 15-year term. Judge Stamm, whom Hill replaces, was remembered for his leadership in the county’s Juvenile Drug Court Program and his commitment to problem-solving courts.
