The St. Mary’s County Health Department is seeking proposals from a contractor to develop and conduct the qualitative portion of a local health needs assessment on the topic of substance abuse prevention and response in St. Mary’s County. The Commissioners of St. Mary’s County allocated non-recurring county funds for fiscal year 2015 to address the substance abuse issues affecting St. Mary’s County residents. Utilizing the expertise of a team of community leaders on this topic, the Commissioners of St. Mary’s County approved an initiative that calls for the health department to contract for the execution of the qualitative portion of a local health needs assessment on the topic of substance abuse prevention and response.

The qualitative community data that is produced through this process (including key informant interviews and focus groups) will be paired with quantitative health surveillance data in order to support the planning process and implementation of local efforts to address substance abuse issues in St. Mary’s County.  The Health Department expects that this initiative will increase data-driven decision-making in community health improvement planning.

Up to $10,000 will be awarded to one contractor to develop and conduct the needs assessment between approximately December 1, 2014 and June 30, 2015 in the St. Mary’s County area.  The contractor shall:

  • Develop and conduct the qualitative portion of a local health needs assessment on the topic of substance abuse prevention and response in St. Mary’s County.
  • Conduct and maintain a record of key informant interviews.
  • Conduct and maintain a record of key informant interviews with local target populations disparately impacted by substance abuse.
  • Conduct and maintain a record of focus groups.
  • Conduct and maintain a record of focus groups with local target populations disparately impacted by substance abuse.
