North Beach, MD – On April 2, Deputy Curtin responded to several emergency calls based around the same neighborhood in North Beach.
Upon arrival, Curtin observed a vehicle parked in the middle of the street, and two individuals, one male and one female, standing in the roadway. Both individuals were blocking the free flow of traffic in both directions. Curtin made contact with the individuals, and attempted to get them to the EMS, which had also arrived on the scene. The woman, later identified as Erica Justine Cox, 23 of Chesapeake Beach (pictured left), was unable to answer questions due to her incoherence.
According to charging documents, “I attempted multiple times to escort Ms. Cox to the EMT’s, but she refused and ultimately, pushed back against my arms. At this time, Ms. Cox was detained.” Turning his attention to the male, identified as Matthew Brann, 25 of Mechanicsville (pictured, right). Brann was leaning inside the vehicle attempting to hide something. According to charging documents, “ I ordered the male away from the seat but he reached further inside. At which point, I detained him.” A search of the driver’s side of the car located a clear glass bottle with Phencyclidine residue on the inside.
Both were charged with CDS: possession of paraphernalia. Cox also received a charge of disorderly conduct.
Both Cox and Brann have a July 14 hearing in District Court.
