Parklands Neighborhood In St. Charles To Get Farm Stand And Greenhouse

WHITE PLAINS, Md. — The Charles County Planning Commission approved plans for a new farm stand and market-style community space in the Parklands neighborhood of St. Charles during its meeting Monday, March 23, 2026.

The farm stand amenity will be built on about 2.078 acres at the corner of Smokey Mountain Drive and Everglades Drive in the Wooded Glen section of St. Charles. The area is part of the Parklands neighborhood, which is the fourth neighborhood within the Village of Wooded Glen and is included in the larger Villages of Wooded Glen and Piney Reach master plan for the St. Charles planned unit development.

Plans for the site include a farm stand, greenhouse and small farmers market-style space designed as a neighborhood gathering area and community-focused open space feature.

County planner Techiana Anderson said the project matches the previously approved development plans for the community.

“This request is for a farm stand amenity… including a farmers market, farm stand and greenhouse,” Anderson said. “This is consistent with the Parklands Neighborhood Preliminary Subdivision Plan.”

Designed As A neighborhood feature

Developers said the farm stand is intended to add a unique feature for residents and encourage community interaction while supporting the planned amenities outlined in the neighborhood design.

“This is one of the primary neighborhood amenities within Parklands,” said project representative Steve Scott. “This application is consistent with the approved preliminary plan.”

Project engineer Patrick Wackerle said the concept is somewhat new compared to traditional neighborhood amenities typically seen in similar developments.

“I don’t think we’ve actually done this type of amenity in one of the St. Charles neighborhoods before,” Wackerle said. “I think it’s a great amenity for this particular neighborhood.”

Timeline For construction

Construction is expected to begin once final engineering approvals are completed and permitting is finalized.

Project representatives told commissioners the work could begin within six to eight months, with the amenity potentially opening next spring depending on construction progress.

The Planning Commission approved the site development plan with standard conditions from staff. No public comments were made during the meeting.
