I am opposed to Base Zone Amendment #07-31 (Chaney Enterprises) which would allow for a gravel operation in Hughesville.
First and foremost, the applicant has proposed a gravel washing operation. The Maryland Geological Survey (MGS) has reported that:
โCharles CountyโฆCANNOT supply the required water in 2030โฆwithout draw downs EXCEEDING the 80 percent management levels at some locationsโ. – (MGS Administrative Report – โWater Supply potential of the Coastal Plain aquifers in Calvert, Charles and St. Mary’s Counties, Maryland, with emphasis on the Upper Patapsco and Lower Patapsco aquifersโ by David Drummond, 2005)
The applicant will consume vast amounts of potable drinking water for the gravel washing operation and also for dust control. Many residents with private wells in Charles County, including the Hughesville area, are experiencing water supply difficulties due to declining aquifer levels, and have had to install new wells to deeper aquifers. These new wells can cost anywhere from $8,000.00 to as much as $25,000.00, depending on the construction and depth of the well.
It is unconscionable for public officials to knowingly approve industrial operations that will further exacerbate this problem for residents.
In addition, if this rezoning were to occur, it would result in more similar requests in the future, thereby rendering the Hughesville Revitalization Plan irrelevant.
If this request is approved, will the County Commissioners and Chaney Enterprises, Inc. provide written assurance that private wells will not be adversely affected? If not, that is really the ONLY justification necessary NOT to approve this request.
