Deputy David Cowan located a vehicle that was operated by Joy Lynn Shafer (Age 45 of Lorton, Virginia) which had been reported by a citizen for reckless driving.
Upon contacting Suspect Shafer Deputy Cowan noted that there was intoxicated behavior by her, without the presence of alcohol. There was a quantity of PCP recovered from inside the vehicle and Suspect Shafer was charged with possession of PCP.
Charges are pending the results of testing related to Driving under the Influence of a Controlled Dangerous Substance.
