UPPER MARLBORO, Md. — A Philadelphia man is facing multiple felony charges, including attempted second-degree murder, following an alleged road rage incident involving gunfire on the ramp from southbound Maryland Route 4 to Woodyard Road in Prince George’s County on March 28, 2025.

Andre Howard Jr., 34, of Philadelphia, Pennsylvania, was charged after an investigation by Maryland State Police revealed his involvement in the incident, during which at least one round was allegedly fired from a handgun into another vehicle.

At approximately 3:28 p.m., Prince George’s County 911 Center received an emergency call reporting a shooting. Upon arrival, Maryland State Police troopers spoke with the victim, who reported hearing a gunshot and observing a vehicle speeding past on the right shoulder. He described a separate vehicle—a black Genesis GV80 coupe—with a man hanging out of the passenger’s window, whom he believed fired the shot.

Investigators discovered a bullet hole in the victim’s vehicle, and a crime scene technician later recovered the projectile consistent with a handgun inside the passenger compartment. Investigators also found a single 9mm shell casing at the scene.

Dashcam footage provided by the victim confirmed the gunshot and identified two vehicles involved: a black GMC Yukon and a black Genesis GV80 coupe.

According to court documents, investigators determined the GMC Yukon driver was fleeing after an apparent dispute with the occupants of the Genesis GV80. The Yukon driver told investigators the incident was a random encounter, and he fled after realizing someone had fired at him.

Investigators later executed search warrants at an Upper Marlboro residence linked to the Genesis GV80, which was registered to a female resident who was operating the vehicle at the time of the shooting. She informed investigators that during a road rage altercation, Howard, who was seated in the back of the vehicle with her 3-year-old child, retrieved a handgun from the glove compartment and fired at the other vehicle.

Initially denying involvement, Howard later admitted to firing the handgun, claiming it was in response to aggressive gestures. He also acknowledged not possessing a permit to carry a firearm in Maryland.

Howard was arrested on March 31, 2025, and faces multiple charges, including attempted second-degree murder, which carries a maximum penalty of 30 years imprisonment; first-degree assault, punishable by up to 25 years; second-degree assault, with a penalty of up to 10 years and/or a $2,500 fine; use of a firearm in a violent crime, punishable by up to 20 years; reckless endangerment, carrying a penalty of up to 5 years and/or a $5,000 fine; and illegal possession of a handgun on person and in a vehicle, each offense punishable by up to 5 years and/or a $2,500 fine.

Howard appeared for a bail review hearing on April 3, 2025, in Prince George’s County District Court before Judge Wennesa Bell Snoddy, who ordered him held without bond.

A preliminary hearing is scheduled for May 2, 2025, in Prince George’s County District Court. The investigation and prosecution remain ongoing.

  1. Honestly, anyone with anger problems should be forced to drive around P.G. four hours a day as therapy. The amount of road rage and careless, dangerous drivers there could teach the Dalai Lama a whole new world of anger control.
