At 10:05 a.m. on Dec. 10, members of the Charles County Sheriff’s Office Tactical Response Squad were working a burglary prevention assignment when they observed a suspicious vehicle in the 2600 block of Hatteras Circle in Waldorf.
As officers approached the car, they smelled a strong odor of marijuana. Officers found approximately 24 plastic baggies of marijuana inside the vehicle and arrested the driver, Kwasi Omatago Louard-Clarke, 22 of Waldorf.
He was charged with possession with intent to distribute marijuana. Officer J. Jones made the arrest.
