
SAINT LEONARD, Md. — Two men are facing charges after Calvert County Sheriff’s Office detectives reported watching a suspected cocaine transaction unfold during surveillance near a Saint Leonard convenience store, leading to two traffic stops and suspected cocaine recovered from a sock, according to charging documents.
Anthony Levi Taylor, 38, of Lusby, and Edwin Stanford Foote Jr., 63, of Huntingtown, were charged after the May 14, 2026, investigation near the Fastop at 4490 St. Leonard Road.
Members of the sheriff’s office Drug Enforcement Unit were conducting surveillance in the Saint Leonard area around 9:15 p.m. when they observed a white GMC Yukon pull into the Fastop parking lot.
A blue Kia Sedona later pulled up near the Yukon. The passenger of the Sedona, later identified as Foote, got out, approached the Yukon, entered the back seat and exited less than two minutes later while holding an object in his right hand, charging documents state. Foote then returned to the passenger seat of the Sedona, which left the parking lot and traveled north on St. Leonard Road.
Based on the observations, detectives wrote that the behavior was consistent with a hand-to-hand narcotics transaction.
Detectives followed the Sedona and reported that the vehicle failed to use a turn signal before turning onto St. Leonard Road, prompting a traffic stop.
As the stop began, the driver exited the Sedona unprompted and was ordered twice to get back inside. The driver allegedly ignored those commands and was detained in handcuffs. The driver is not listed among the charges provided in this case.
A sergeant then approached the passenger side and asked Foote to exit the vehicle. When authorities attempted to detain Foote, he allegedly pulled his arms away in an effort to resist being placed in handcuffs. The resistance was overcome, and Foote was detained without further incident.
After both occupants were detained, a sheriff’s office K9 responded to the scene and conducted an open-air sniff of the Sedona. The K9 gave a positive alert, according to charging documents.
During a search, authorities reported finding a cellphone wrapper containing a green “Blow Pop” wrapper wrapped around a white, rock-like substance suspected to be cocaine inside Foote’s left sock.
While the Sedona stop was underway, detectives maintained surveillance on the Yukon. Taylor and another man were observed leaving the Yukon and walking into the Fastop, then later returning to the Yukon, charging documents state. The Yukon then left the parking lot and traveled south on St. Leonard Road.
Detectives conducted a second traffic stop on the Yukon near St. Leonard Road and Woods Road. A sheriff’s office K9 responded to that stop and gave a positive alert on the vehicle.
During a search of the Yukon, authorities reported finding a torn piece of a “Blow Pop” wrapper in the area where Taylor had been seated. Charging documents state the wrapper was consistent with the packaging found around the suspected cocaine recovered from Foote’s sock.
Detectives also reported finding $40 in Taylor’s wallet that was separated from the rest of his money by a folded piece of paper. Charging documents state the amount was consistent with the street value of the suspected cocaine found during the Sedona stop.
After being advised of his Miranda rights, Taylor allegedly told authorities he threw a “stem,” which he had been using to consume cocaine, out of the vehicle window when he saw police lights. Charging documents note that the Yukon was slow to stop, which detectives said was consistent with occupants hiding or destroying evidence.
Taylor was charged with distribution of narcotics, possession with intent to distribute narcotics, possession of a controlled dangerous substance not cannabis, possession of CDS paraphernalia and altering physical evidence in a criminal proceeding.
Foote was charged with possession of a controlled dangerous substance not cannabis, possession of CDS paraphernalia, and obstructing and hindering.
Court records show both Taylor and Foote were released on recognizance on May 15.
A preliminary hearing for Taylor is scheduled for June 12, 2026, at 1 p.m. in Calvert District Court. A trial for Foote is scheduled for July 14, in Calvert District Court.
