HUNTINGTOWN, Md. — A Fort Washington man has been charged after investigators said he accepted thousands of dollars for home improvement work he was not licensed to perform and later failed to complete the job, according to court records filed in Calvert County.

Hakim Ali Stubbs, 50, is accused of acting as a contractor without a license and failing to perform a home improvement contract at a residence in the 3300 block of Evans Road in Huntingtown. The alleged offenses occurred between April 4 and April 28, 2025, court documents show.

According to investigators with the Maryland Home Improvement Commission, the case stemmed from a written complaint filed by a homeowner. Authorities said Stubbs agreed to perform home improvement work totaling $5,408.10 and received $3,769.12 in payments. Investigators allege the work was not completed and that Stubbs abandoned the project despite requests from the homeowner to return.

Court records do not list a business name associated with Stubbs, and investigators determined he did not hold a valid Maryland home improvement contractor’s license at the time of the agreement.

Stubbs was charged with acting as a contractor without a license and failure to perform a contract, both misdemeanors under Maryland law. A criminal summons was issued on Dec. 16, 2025.

Court records show Stubbs is scheduled for a preliminary inquiry hearing on Feb. 2, 2026, in Calvert County District Court.

  1. Very wrong as many unlicensed people that had been there. The fence was completely done till a neighbor said it was on his property then she took it down and blamed him. So people in the neighborhood knows the truth. And speak up cause the next lie could be us.
