The Maryland State Highway Administration (SHA) will lend reflective vests to children, and their chaperones, as part of its annual โ€œVests for Visibilityโ€ Program. Designed to be worn over clothing, the reflective vests help increase the visibility of pedestrians. The vests will be available in most counties at most SHA Maintenance facilities, during the days just before the holiday. They may be picked up between Wednesday, October 29 and Friday, October 31 from 8 a.m. until 4 p.m. The reflective vests will be issued on a first come, first served basis and must be returned by Friday, November 7.

โ€œWhether youโ€™re out trick or treating with your kids, or driving on the roads, SHA encourages you to stay alert and follow the rules of the road, on Halloween and every day,โ€ said SHA Administrator Melinda B. Peters. โ€œPlease feel free to borrow one of the vests and be sure to remind your loved ones to walk and drive safely.โ€

This is the 19th year that SHA has loaned vests to provide an extra measure of safety for trick or treaters. Not only do the kids and parents appreciate using them, but motorists are equally thankful for the benefits the vests provide for them as well. The vests are a good way to see and be seen!

Safety Tips:

FOR MOTORISTS:

โ€ข Stop for pedestrians – Maryland law requires motorists to stop for pedestrians in marked crosswalks and intersections.
โ€ข Stay alert – park the mobile phone.
โ€ข Obey the speed limit. Speeding only makes it more difficult to stop suddenly.
โ€ข Motorists should be more cautious during peak trick-or-treating hours between 4 p.m. and 9 p.m.
โ€ข Enter and exit driveways slowly. Use caution when turning at intersections.
โ€ข Be alert for children darting across the street and crossing between parked cars.
โ€ข When driving children to and from different activities, make sure all seat belts are fastened and let children out of the car on the curbside.
โ€ข Never drink and drive. Designate a sober driver.

FOR PEDESTRIANS:

โ€ข Look left, right, and left again before crossing the street.
โ€ข Cross at crosswalks or intersections.
โ€ข Be sure to see and be seen. Avoid dark clothing, carry a flashlight, wear bright colors and use reflective devices such as vests and blinking lights.
โ€ข Avoid costumes that may impair vision.
โ€ข Make eye contact with drivers when crossing the street.
โ€ข Stay alert and be on the lookout for cars traveling above the speed limit.
