WALDORF, Md. — A Waldorf woman was charged with 16 animal cruelty-related counts after animal control officers reported two pit bull-type dogs were found underweight and living in a home contaminated with feces and urine.
Ebonie Chantel Giddins-Smith, 37, of Waldorf, was charged with four counts of animal cruelty, eight counts of animal cruelty for failure to provide, two counts of aggravated cruelty to animals and two counts of animal abandonment.
The charges stem from an incident reported May 29, 2026, in the 6200 block of Deerwood Court in Waldorf.
Charging documents state Charles County Animal Control responded to the residence at approximately 12:39 p.m. to assist the Charles County Sheriff’s Office with an eviction. During the investigation, an animal control officer reported two dogs had been abandoned at the residence in conditions “not compatible with life.”
The dogs were described as a tan and white female pit bull-type dog and a tan and white male pit bull-type dog. Charging documents state both dogs were underweight, with ribs and spine clearly visible and minimal fat coverage.
The animal control officer reported both dogs had urine-scalded paws and feces caked in their paws. The dogs did not have access to food or water for an unknown amount of time, and they did not have access to any space inside the home where they could move away from feces and urine.
Charging documents state the smell of ammonia was so strong inside the residence that personal protective equipment had to be used. In several areas, the floor was slick due to excrement, making movement inside the home difficult.
The officer also reported evidence that the dogs had consumed areas of carpet, door frames, used training pads and other trash while inside the home.
The charging documents allege Giddins-Smith deprived the dogs of necessary food, water, proper space and proper air, and that the conditions caused unnecessary suffering.
A criminal summons was issued June 29, 2026. A preliminary inquiry is set for Aug. 17, 2026, in Charles County District Court.
