Calvert County Dep. Brianne Gray responded to the Chesapeake Beach Fastop on Bayside Road on Feb. 18 at 4:47 p.m. for a reported CDS violation.
It had been reported by citizens that a male in a blue vehicle at the gas pumps had injected something in his arm. After making contact with the suspect, Dep. Gray determined him to be under the influence of drugs and/or alcohol. A female nearby was also determined to be under the influence of drugs and/or alcohol. Gray subsequently arrested both subjects.
Candice Noel Kibler, 19 of Dunkirk, was charged with possession of heroin and possession with the intent to use drug paraphernalia, insulin syringes, used to inject heroin. Kibler was also charged with assault on an officer and resisting arrest. Jerome L. Keemer, 21 of Chesapeake Beach, was charged with possession of heroin and possession with the intent to use drug paraphernalia, insulin syringes.
