BALTIMORE — Baltimore State’s Attorney Ivan Bates on Wednesday, Nov. 12, 2025, announced a grand jury indictment of Baltimore Police Officer Robert A. Parks, accusing him of driving his patrol car at a civilian and striking him during an on-duty encounter last month.

Parks is charged with attempted second-degree murder, first- and second-degree assault, reckless driving and misconduct in office. If convicted of all counts, he faces up to 65 years in prison. Misconduct in office carries no statutory maximum, Bates said.

Bates emphasized that an indictment is not a finding of guilt and that Parks is presumed innocent unless proven guilty in court.

The charges stem from an Oct. 28 incident outside WY Liquors Bar at 3101 Wy Avenue, Bates said. According to the indictment, Parks approached several people on the sidewalk, returned to his cruiser after one man walked away, then drove onto a paved driveway toward the man at increasing speed. The man ran into a grassy area but was struck by the cruiser, prosecutors allege.

The filing further alleges Parks continued to pursue the man, driving onto a sidewalk between a utility pole and a fence and then into an alley, where he plowed through a chain-link fence into the backyard of a home on Sumpter Avenue. The man fled over another fence to avoid being hit, Bates said.

Bates said the behavior seen in widely shared video of the encounter was “entirely unacceptable,” adding that his office secured additional footage from nearby businesses. He noted Parks turned himself in Wednesday morning.

Bates cited Baltimore Police Department policies on emergency vehicle operation and use of force — Policies 1503 and 1115 — which he said classify the use of a vehicle in this manner as deadly force and require de-escalation and preservation of life. “These are the exact charges we would bring forward for anyone operating a vehicle in that manner — police or civilian,” he said.

Following an internal review, prosecutors will not call Parks as a witness in pending cases and are re-evaluating matters in which he is a key witness, Bates said.

The investigation is ongoing.
