On September 2, Deputies R. Nielsen and H. Allen were patrolling Trinity Church Road in St. Mary’s City, conducting a patrol check.
The deputies walked to the beach area of the property and observed two individuals attempting to walk away. As the deputies approached, they observed Kevin Richard Paul, 19 of Frederick, drop an object on the ground by his feet. Deputy Nielsen retrieved the object, which was identified a smoking device containing suspected marijuana.
Further investigation revealed Joseph Ellsworth Clemens, 20 of Keedysville, was in possession of a controlled dangerous substance (suspected marijuana).
Paul and Clemens were arrested and charged with possession of a controlled dangerous substance (marijuana) and possession of a controlled dangerous substance paraphernalia.
