On February 27 at 1:42 a.m., Calvert County DFC Thomas Rickard conducted a traffic stop on a vehicle at Fowler Road and Sherbrook Court in Owings.
The driver of the vehicle, later identified as Joseph Ryan Tucker, 20 of Dunkirk, was found to be in possession of suspected drugs.
Rickard arrested him for possession of marijuana and possession with intent to use drug paraphernalia, a digital scale.
