On February 27, 2007, David Edgerley, Secretary of the Maryland Department of Business and Economic Development (DBED) announced the appointments of Samuel J. Lloyd as Assistant Secretary for Small Business, Dominick E. Murray to the post of Assistant Secretary for Regional Development for the Baltimore Region, David Tillman as Executive Director of Public Affairs and Devon L. Dodson to the position of Chief of Staff.ย
Formerly Director of Minority Business Development for Baltimore City, Samuel J. Lloyd was responsible for the management of one of the O’Malley Administration’s most important initiatives:ย increasing minority and women-owned business participation in the contracting and procurement activities of the City. ย Prior to that position, Lloyd served as Senior Vice President and Chief of Staff at Fisk University; Sales Vice President at AT&T Wireless Services, and President and General Manager of American Cablesystems of California.ย Lloyd also served the State of Maryland during the 70s and 80s as Assistant Secretary for Economic Development at the Maryland Department of Economic and Community Development and Executive Director of the Maryland Commission on Human Relations.
In creating the position of Assistant Secretary for Small Business, Edgerley is fulfilling a promise made by the O’Malley/Brown Administration to focus on the needs of Maryland‘s small business community.ย ย “Maryland businesses, particularly small and minority businesses, must have the tools they need to grow and create jobs in communities across the state,” said Secretary Edgerley.ย “By elevating small business to an assistant secretary position, we are demonstrating our commitment to make the Department more responsive and target more resources to small and minority businesses.”
Dominick E. Murray served for the past five years as Economic Development Officer for the Baltimore Mayor’s Office under the O’Malley Administration.ย In that position he was responsible for streamlining the City’s development and permitting process, facilitating inter-agency communications on complex development issues and acting as business-community ombudsman for the Mayor’s Office.ย Murray has also served on several technology and business development boards including:ย Greater Baltimore Committee’s Technology Council, Johns Hopkins Diabetes Center and the University
