CHESAPEAKE BEACH, Md. — Residents of Richfield Station scored a victory this week. The Chesapeake Beach Town Council announced that the developer of the community had signed an agreement with the Department of Public Works to address road conditions on Clear Spring Drive.

Residents of the neighborhood raised concerns at the July 17 meeting after learning previously that the developer, Mike Repke, was looking to develop additional properties. According to Richfield Station resident Buck Jackson, who was representing the Richfield Station Condo Townhouse Association, residents had been asking for years for the improvements.

According to their statement, incomplete construction on the road has led to safety hazards for residents, particularly children. Issues include dangerous manhole covers and crumbling pavement, which have resulted in multiple accidents and injuries. More than 40 homes in the neighborhood are impacted by these conditions.

At the July 17 meeting, Town Council members claimed to have had issues connecting with Repke. But at the Oct. 16 meeting, Public Works Administrator James Berry said that they’d worked with Repke and created an updated Public Works Agreement (PWA) that included the stipulations.

“It’s in writing, so he cannot start to build more until he rectifies the existing block,” Berry said. Berry also added that he didn’t have a timeline but believes it’s the developer’s intent to get started on the repairs this fall.

“We did as much as we could to make sure residents are protected and make sure we’re moving forward in a positive way,” said Town Administrator Dr. Samelia Okpodu.

  1. The work is not an upgrade or repair, it is a completion of the top layer of asphalt. Home prices buy and sell have been hurt due to the 12 yrs of incomplete work. Not just paving but there are an array of matters. The developer has been incredibly irresponsible over the years. The Mahoney administration ignored the outcry and refused to address the matter. Bruce Wahls new administration is the one to get credit for sure.
