While performing a patrol check behind the Calvert Apex Cinema in Prince Frederick on January 22, at 11:23 p.m., Calvert County DFC Justin Livingston observed a vehicle with the engine running in the parking lot.
After contacting the driver, later identified as Nicholas S. Rusk, 24 of Huntingtown, he found Rusk to be under the influence of alcohol and in possession of drug paraphernalia.
He was arrested and charged with possession with intent to use drug paraphernalia, a tin foil smoking device and driving under the influence.
