Driver Had Smoking Device, Passenger Had Coke Covered Napkin and Bill

At 12:30 am on Monday, Feb. 13, TFC J. Linger observed a vehicle cross partially into the left lane and the back into the right lane.  The driver was observed not to be wearing a seatbelt. 

The vehicle was stopped on Route 5 at Golden Beach in Mechanicsville.  The driver, Donald Clinton Whalen, 41, of Charlotte Hall, was contacted and subsequently arrested for DUI. 

A search of the vehicle, incident to arrest, was conducted.  Located under the driver’s seat was a plastic smoking device containing burnt CDS residue. A napkin and a dollar bill, both with cocaine residue, were found under the passenger’s seat. The passenger was arrested and identified as Kevin Antionne Makle, 22, of Mechanicsville.  Mr. Whalen and Mr. Makle were charged with Possession of Cocaine and Possession of CDS Paraphernalia.  They were taken to the St. Mary’s County Detention Center and held pending a bail review.
