
WELCOME, Md. — A Charles County man was booked on a drunken-driving charge and issued multiple traffic citations after a state trooper found him unconscious in a running vehicle on the side of Port Tobacco Road last month, according to court documents.
Olen David Clybourn II, 43, of Welcome, was discovered around 1:09 a.m. Nov. 26, 2025, slumped over the center console of a black BMW 840i with the engine running, the driver’s door open and his foot pressed against the gas pedal while the vehicle remained in park, according to the charging application. The trooper reported Clybourn appeared unresponsive and later showed signs of impairment, including bloodshot eyes, slurred speech and disorientation.
Clybourn struggled to answer basic questions and emitted a strong odor of alcohol, the report states. He was taken into custody and booked on a charge of Driving or Attempting to Drive While Under the Influence of Alcohol, a misdemeanor that carries a maximum penalty of up to one year in jail and a $1,000 fine for a first offense. Penalties can increase for repeat offenders under Maryland law.
He was also issued several additional traffic citations stemming from the incident. According to court records, Clybourn was released on his own recognizance later that morning.
During the encounter, the trooper observed a holstered handgun on Clybourn’s right hip and located a second pistol on the front passenger seat — a Springfield Arm Hellcat and a Taurus GX4, both of which were confiscated. Although Clybourn holds a valid Maryland handgun permit, state law prohibits wearing or transporting a handgun while under the influence of alcohol.
On Dec. 7, Maryland State Police applied for and obtained a criminal summons, charging Clybourn with two counts of handgun-wear under the influence, each carrying up to one year in jail and a $1,000 fine. He was not arrested on the handgun charges.
Clybourn is scheduled to appear in Charles County District Court on Jan. 12, 2026, for a trial date related to the DUI and traffic citations. A second court appearance is scheduled for Jan. 26, 2026, for additional proceedings connected to the case.

“According to court records, Clybourn was released on his own recognizance later that morning.” Do you see the problem yet? Drunk driving, handgun possession (although he had a permit) while drunk, and he’s let off??!!!! This is why justice, under the left, will never work to stop the problems!
Innocent until proven guilty… did you forget that part of the law or does that only apply to those that look like you?
