ANNAPOLIS, Md. — Gov. Wes Moore announced changes to two key positions within his administration last month, moving his chief legislative officer to lead the Maryland Lottery and Gaming Control Agency and appointing a new official to serve as the governor’s primary liaison with state lawmakers.
Jeremy Baker, who has served as Moore’s chief legislative officer since 2024, will become acting director of the Maryland Lottery and Gaming Control Agency. William Tilburg, currently vice president of government and regulatory affairs at the University of Maryland Medical System, will replace Baker as chief legislative officer.
The changes were announced July 24 and are scheduled to take effect Aug. 19, according to the governor’s office.
The appointments put new leadership in place for two positions that influence both state policy and government operations. Tilburg will take over a role focused on working with members of the Maryland General Assembly and helping coordinate the administration’s legislative priorities ahead of future sessions, including the next legislative session beginning in January.
Baker’s move shifts him from a position focused on advancing the governor’s agenda through the Legislature to leading an agency that oversees Maryland’s lottery, casinos and sports wagering operations. The Maryland Lottery and Gaming Control Agency regulates those industries and oversees gaming activities in the state.
Before joining the Moore administration, Baker spent more than a decade working in leadership roles in the Maryland House of Delegates, including serving as chief of staff to former House Speaker Adrienne Jones, according to the governor’s office.
Tilburg previously served as director of the Maryland Cannabis Administration, where he helped oversee the state’s implementation of legalized adult-use cannabis, according to the governor’s office. In his new role, he will work with lawmakers as the administration develops and advances its legislative agenda.
