On Sunday, October 23, 2005, TFC M. McLean stopped a vehicle on Route 5 at Route 249, Park Hall for a headlight not working.
The passenger, Ryan Hamilton Lumpkins, 19, of Piney Point had a strong odor of an alcoholic beverage emitting from his breath. A preliminary breath test was taken which indicated the presence of an alcoholic beverage.
Mr. Lumpkins was issued a civil citation for possession of an alcoholic beverage by a person under 21 years old.
