Charges In Animal Neglect Maryland Case

HOLLYWOOD, Md. — A Hollywood woman has been charged by criminal summons with 217 misdemeanor animal cruelty counts after an investigation into alleged neglect at a Brown Road property involving dogs, livestock, birds, tortoises and tarantulas.

Michelle Renee Kelley, 63, of Hollywood, is charged with 217 counts of animal cruelty/failure to provide, according to court records and charging documents. The summons was issued May 14, 2026.

The case stems from a March 2026 animal control investigation at a property on Brown Road in Hollywood. According to the application for statement of charges, authorities responded to the property after animal control reported concerns involving animal cruelty and possible neglect.

Charging documents state an animal control officer conducted an inspection on March 5, 2026, and observed what were described as unsanitary conditions involving numerous animals. The report stated several dogs were being kept outside and did not have access to water. Investigators also described a strong odor of urine and feces, soiled crates and bedding, and several enclosures that allegedly lacked proper food, water, space or shelter.

The application also described concerns involving livestock and other animals on the property. Authorities wrote that several goats had significantly overgrown hooves, including one female goat named Butterfly, who was voluntarily surrendered for farrier care. The report also described concerns involving cows kept in thick mud, ducks, macaws, tortoises and tarantulas that allegedly lacked proper water, shelter or clean living conditions.

On March 9, 2026, animal control and rescue personnel returned to the property with a search warrant and removed animals from the property. Charging documents state the seized animals remained in the care and custody of animal control.

The charging documents list dozens of animals by name, including dachshunds, boxers and other dogs, along with goats, ducks, cows, macaws, tarantulas and tortoises. The allegations include failure to provide sufficient food, necessary veterinary care, proper drink, proper space and proper shelter.

  1. Lock Ms. Kelley up in a feces filled cage with no ventilation, food or water for a week or so.
