WALDORF, Md. — Two Southern Maryland men are facing felony assault charges after Charles County Sheriff’s Office deputies investigated an altercation inside a Waldorf home that investigators allege escalated into a confrontation involving a knife and physical violence, according to court documents.
Andrew Leron Green, 28, of Waldorf, was charged in the District Court for Charles County with two counts of first-degree assault and two counts of second-degree assault.
Jalen Rasard Cephus, 32, of Hyattsville, was charged with one count of first-degree assault and one count of second-degree assault. According to court documents, Cephus is identified as a Forest Heights police sergeant. Both cases stem from the same July 20, 2026, incident and were filed as on-view arrests by the Charles County Sheriff’s Office.
According to the statement of probable cause, deputies responded at approximately 12:06 a.m. July 20 to a residence in the 2100 block of Briarwood Drive in Waldorf for a reported assault involving a knife. When deputies arrived, they met with an individual who reported an altercation between Green and Cephus.
Investigators allege the dispute began earlier in the evening after Green and another man became involved in a verbal argument, prompting Green to leave the residence. According to charging documents, the other man later contacted Cephus, who helped search for Green before eventually locating him at a shopping center in La Plata. The three men then returned together to the Waldorf residence.
Court documents state another argument developed during the drive back after Cephus became upset with Green for allegedly causing the two men to search for him earlier. After arriving at the residence, investigators allege Green went inside and lay down on a bed before Cephus entered the room, climbed onto the bed and began choking Green with his hands around Green’s neck. Green told deputies he could not breathe but did not lose consciousness. Green further alleged Cephus struck him in the face with a closed fist.
According to the charging documents, Cephus gave investigators a different account. He alleged Green produced a knife during the confrontation and pointed it at him. Cephus stated Green then began swinging the knife, prompting him to fear for his life. Cephus told deputies he placed Green in a chokehold after Green allegedly refused to drop the knife.
Investigators reported that the other man, identified in charging documents as a witness, initially stated Green grabbed a knife and swung it toward Cephus before later saying he intervened to separate the two. He also reported seeing Cephus choking Green and said he punched Cephus during the altercation.
Both Green and Cephus were arrested at the scene and transported to the Charles County Detention Center. According to court documents, alcohol appeared to be a contributing factor in the incident. The charging documents state Cephus and Green did not know each other before that evening and had only become acquainted through the witness.
Court records show both men initially were held without bond following their arrests July 20. At separate bail review hearings July 21, 2026, Judge Kenneth A. Talley ordered both defendants released on their own recognizance.
