On August 4 at 10:07 p.m. DFC A. Locke was notified by an employee of the Dunkirk 7-11 store on West Chesapeake Beach Road that a vehicle was parked in front of the store with the engine running and itโs headlights on for approximately two hours.ย
Locke approached the vehicle and observed someone in the driverโs seat who appeared to be asleep.ย Locke woke the man who was startled and at first combative.ย Locke calmed the man and asked if he was okay to which he replied that he was fine.ย
Locke detected the strong odor of alcohol emitting from the vehicle and the manโs breath and he appeared disoriented.ย Locke observed what he suspected to be a baggie containing heroin.ย The man was identified as Randolph Keemer, Jr., 38 of Owings.ย
Keemer was arrested and charged with possession of cocaine in sufficient quantity to indicate an intent to distribute, possession of cocaine, possession of heroin and possession with intent to use drug paraphernalia; a plastic straw used to inhale heroin.ย
