NEWBURG, Md. — A Newburg man is facing felony drug distribution charges after a traffic stop and subsequent search warrant execution uncovered cocaine, drug paraphernalia and additional suspected narcotics concealed on his person, according to court records.

Dwight Savoy, 57, of Newburg, was arrested Feb. 10, 2026 following an investigation by the Charles County Sheriff’s Office Narcotics Enforcement Section and the Neighborhood Enforcement Team.

According to charging documents, detectives were conducting surveillance in connection with an ongoing controlled dangerous substance distribution investigation. On Feb. 9, investigators observed Savoy leave Room 12 of the Thunderbird Motel on Crain Highway in Newburg and travel in a white Dodge Ram bearing Delaware registration.

Detectives later observed Savoy meet briefly with another vehicle in the parking lot of Hardesty’s Restaurant and Carry Out along Crain Highway. The interaction lasted approximately 30 seconds, which investigators noted is consistent with short narcotics transactions.

The following day, Feb. 10, officers conducted a traffic stop on the Dodge Ram near Crain Highway and Faulkner Road. Savoy was identified as the front passenger. The driver and a rear passenger were also identified, but Savoy was the focus of the narcotics investigation.

A search of the vehicle resulted in the recovery of a razor blade and a broken glass smoking device commonly used to ingest crack cocaine. Detectives also located digital scales inside the motel room previously associated with Savoy. According to investigators, digital scales are frequently used in the distribution of controlled dangerous substances.

Savoy was found in possession of $33 in cash and a cellphone.

During interviews, Savoy admitted to regularly purchasing crack cocaine and stated he had recently acquired approximately $250 worth of the substance in Waldorf. Investigators noted that such a quantity exceeds what is typically possessed for personal use and is consistent with distribution.

Following the traffic stop, Savoy was transported to the Charles County Detention Center. While entering the sallyport area of the facility, officers observed an item fall from his person. The item was recovered and determined to be a plastic bag containing a white powdery substance. Surveillance video later showed Savoy expelling an additional plastic bag from his mouth while inside the facility, according to court records.

A field test of the recovered substance yielded a positive result for cocaine base, authorities said.

Savoy is charged with possession of a controlled dangerous substance not cannabis, possession with intent to distribute a narcotic, possession of drug paraphernalia, and possession of contraband in a place of confinement.

He was initially held without bond. During a bail review hearing on Feb. 12, a judge set bond at $15,000. A preliminary hearing is scheduled for March 13, 2026, in Charles County District Court.
