
On Feb. 18 at 6:00 p.m. Dep. W. Beisel was traveling south on Chesapeake Avenue in North Beach in the area of the Twin Beach Community Health Center when he observed a white van stopped in the roadway and two individuals on the sidewalk wrestling in the snow.ย
The two subjects, both male, were advised to stop.ย One of the males, later identified as Kevin Michael Turner, 25, of Harwood, refused to stop attempting to fight with the other male.ย Turner was detained in handcuffs.ย
While Beisel was speaking with the other male and two other occupants of the van to determine what had happened, Turner kept yelling profanities and was spitting.ย He was advised to stop or he would be arrested for disorderly conduct.ย Turner advised he did not care and continued to yell at the occupants of the van.ย
Beisel detected a strong odor of alcohol emitting from Turnerโs breath.ย He was placed under arrest and seated in Beiselโs patrol vehicle.ย A spit shield was placed over his head.ย
He was found to have suspected marijuana on him.ย Turner periodically yelled and used profanity while in route to the detention center.
Turner was charged with disorderly conduct and issued a civil citation for possession of marijuana less than 10 grams.
