Stolen Ride, Loaded Gun: White Plains Man Held Without Bond After High-Speed Crash

WHITE PLAINS, Md. — A White Plains man is being held without bond after authorities say he was found in a stolen vehicle and later fled from deputies during a pursuit that ended in a crash and a foot chase in Waldorf.

Court records identify the defendant as Khobe Manuel Prospere David, 24, of White Plains. He faces felony theft charges for property valued between $25,000 and $100,000, along with misdemeanor theft under $100, possession of a stolen regulated firearm, and two handgun-related offenses involving a handgun and a loaded handgun in a vehicle, according to charging documents.

Deputies were dispatched the night of Jan. 6, 2026, to the 11000 block of St. Luke Drive in White Plains for a report of a suspicious vehicle parked behind a residence. Patrol officers located a black Chevrolet Camaro displaying Maryland tags and determined through a records check that the plate was associated with a stolen vehicle report from the Charles County Sheriff’s Office.

Investigators then confirmed through a VIN check that the Camaro had been reported stolen in Baltimore County on Dec. 29, 2025.

Following an investigation, later that day, deputies located the vehicle in Waldorf near northbound Crain Highway and Holly Lane and attempted to stop it. The driver allegedly fled northbound on Crain Highway at speeds exceeding 100 mph before the Camaro struck another vehicle that was turning left onto Substation Road and overturned onto its roof. The other driver sustained minor injuries.

Authorities say the driver ran from the overturned vehicle and was captured after fleeing on foot behind a business in the 2100 block of Old Washington Road in Waldorf. The driver was identified as David, according to the report.

A search of the Camaro allegedly turned up a backpack containing multiple key fobs, suspected promethazine, suspected cannabis and paraphernalia, vehicle “starter fuses,” a flat-head screwdriver, and a window punch tool, the report states. Investigators also reported finding a Smith & Wesson M&P Shield handgun bearing a serial number that was checked through NCIC and returned as stolen through the Prince George’s County Police Department. The handgun was recovered with two fully loaded magazines, according to the probable-cause statement.

David was evaluated by Charles County EMS and transported to the Charles Regional Medical Center before being discharged and taken to the Charles County Detention Center in La Plata without further incident, the report states.

In addition to the theft and firearm-related charges, David was cited for traffic-related offenses, including attempts to elude police and driving without the required license or authorization.

A bail and bond review hearing was held Jan. 7, 2026, before Judge Kenneth A. Talley, who ordered David held without bond. A preliminary hearing is scheduled for Feb. 6, 2026, in District Court.
