
UPPER MARLBORO, Md. — A Prince George’s County Circuit Court judge on Jan. 20, 2026, sentenced Angel Jenee Rich, 39, of Washington, D.C., to 10 years in prison, suspending all but three years, after she was convicted of vehicular manslaughter in connection with a fatal 2023 crash, prosecutors announced.
Rich will be placed on supervised probation following her release.
Rich, a technology entrepreneur, was convicted by a jury on July 25, 2025, of one felony count of negligent manslaughter by vehicle. The conviction stems from a crash on April 29, 2023, along MD-450 in Prince George’s County that killed 64-year-old Quinton Francis Jr., who was traveling to work at the time.
Prosecutors said Rich was driving at an excessive speed and had alcohol in her system when the crash occurred. Francis died from injuries sustained in the collision.
Court records show Rich was charged with multiple additional manslaughter and impaired-driving counts. Those charges resulted in no verdict.
Following her guilty plea, Rich was placed on private home detention with electronic monitoring while awaiting sentencing. Court documents indicate a bench warrant was issued in August 2025 after she violated the conditions of her monitoring. Rich was later arrested in Virginia in early September 2025 by local authorities with assistance from the U.S. Marshals Service and returned to Prince George’s County custody.
The case proceeded through a multi-day jury trial in July 2025 before Judge Krystal Quinn Alves. Sentencing was postponed several times before being imposed this week.
In announcing the sentence, State’s Attorney Tara Jackson offered condolences to Francis’ family and emphasized the dangers of impaired driving.
“This case should serve as a painful reminder that impaired driving has irreversible consequences,” Jackson said. “Driving under the influence is never worth the risk, and my office remains committed to holding drunk drivers accountable and keeping our roads safe.”

As difficult as it may be to see the humanity in the person responsible for such a painful tragedy, the truth is there IS humanity in the worse of what we are culpable of doing. Remember this was not premeditated. Bryan Stevenson reminds us, “ we are more than the worse thing we have ever done.” The author of this article had an opportunity for write a title with conscience but chose to write for sensation.

This person chose to get behind the wheel of a vehicle while intoxicated. Her direct actions resulted in the death of another human being, for which she is only serving 3 years of person time. She is a ‘killer’ by definition. But you’re right, the author could have titled it “Tech entrepreneur, killer, and now also a convicted felon.”
