LUSBY, Md. — A 32-year-old Lusby woman is facing 18 misdemeanor animal cruelty charges after Calvert County Animal Control alleged three dogs were found confined inside a home without access to food or water, standing in urine and feces and surrounded by unsanitary conditions, according to court documents.
Christine Nicole Carson, 32, of Lusby, was charged in Calvert County District Court following an Aug. 10 welfare check involving three dogs identified in charging documents as Remy, a yellow Labrador retriever-type dog; Gunner, a silver Labrador retriever-type dog; and Nelly, a black-and-white Dalmatian-type dog.
Court records show Carson faces six charges involving each dog: two animal cruelty counts alleging deprivation of necessary sustenance and unnecessary suffering or pain, along with four counts alleging failure to provide required care.
Animal Control Responds After Report Of Dog Barking Inside Home
According to the application for statement of charges, a Calvert County Animal Control officer arrived at the Lusby residence at approximately 10:10 a.m. Aug. 10 to conduct a welfare check.
The officer wrote that the complaint alleged Carson lived elsewhere and only periodically returned to the residence. The complainant reportedly told Animal Control that a dog appeared to be living inside because barking could be heard, although the complainant had not actually seen the animal.
The officer approached the front door and reported detecting a strong odor coming from the home.
No one answered when the officer knocked.
The officer reported looking through the front-door window and seeing household trash, fabrics, animal excrement and other debris scattered along the floor, according to court documents.
The officer later moved closer to an open upstairs window and reported hearing at least two dogs barking inside but could not visually confirm their location.
Carson Meets Animal Control At Residence
At approximately 11:44 a.m., the officer contacted Carson by telephone.
Carson agreed to meet the Animal Control officer at the residence later that afternoon and allow her inside, according to the application.
Carson arrived at approximately 1:40 p.m.
The officer wrote that immediately after entering the front door, the strong odor caused eye irritation and throat discomfort.
The temperature inside the residence was recorded at approximately 85 degrees Fahrenheit, according to the report.
The officer described the air inside as overwhelming, sticky and hot and wrote that several dogs could be heard barking from different rooms.
The application alleges the residence had no electricity or running water and states Carson acknowledged those conditions had existed for several months.
Three Dogs Allegedly Found Confined In Unsanitary Conditions
According to the charging application, Animal Control found three dogs — Remy, an approximately 3-year-old male yellow Labrador retriever-type dog; Nelly, an approximately 2-year-old female black-and-white Dalmatian-type dog; and Gunner, an approximately 1-year-old male silver Labrador retriever-type dog — confined in separate metal crates inside the residence.
According to the charging application, the rooms contained combinations of debris, rodent droppings, feces, urine, trash and empty water bottles, while empty dog bowls were found near or inside the crates.
According to the application, Remy and Nelly were allegedly standing in urine and feces, with Remy’s fur covered in excrement and Nelly’s white fur stained brown. Gunner was allegedly standing on layers of soiled fabric, feces and urine.
The officer wrote that all three dogs were saturated with urine and feces and had no access to food or water. According to the application, Carson surrendered the dogs, which were transported to the Linda L. Kelley Animal Shelter.
18 Animal Cruelty Charges Filed
Based on the conditions documented in the charging application during the welfare check, Animal Control requested 18 charges against Carson.
The charging documents contain six counts involving Remy, six involving Gunner and six involving Nelly, for a total of 18 misdemeanor charges.
A criminal summons was issued Aug. 20, 2026.
Carson is scheduled for a preliminary inquiry on Oct. 5, 2026, in Calvert County District Court.
