PRINCE FREDERICK, Md. — Two people have been charged after Maryland State Police alleged a Calvert County traffic stop led to suspected cocaine, burnt glass tubes and suspected cocaine residue.

Markeith Devon Wills, 48, of Prince Frederick, is charged with possession of a controlled dangerous substance that was not cannabis and possession of CDS paraphernalia, according to court and charging documents.

Dawn Marie Fowler, 39, of Mechanicsville, is charged with possession of a controlled dangerous substance that was not cannabis and two counts of possession of CDS paraphernalia, according to court and charging documents.

The case stems from a May 23, 2026, traffic stop involving a silver Chevrolet Tahoe near Route 4 and Main Street in Prince Frederick. According to the statement of probable cause, a trooper responded to the parking lot of the SureStay Hotel to assist with the stop after the vehicle was observed traveling northbound on Route 4 with an inoperable headlight.

Charging documents identify Wills as the driver and Fowler as the front-seat passenger.

During the stop, police confirmed Wills had an active warrant and detained him, according to charging documents. Troopers also documented several indicators they associated with possible controlled dangerous substance activity, including lit cigarettes inside the vehicle and multiple air fresheners on the dash and rear-view mirror.

A Calvert County Sheriff’s Office K9 team responded to the scene and conducted a free-air scan of the vehicle. According to charging documents, the K9 alerted to the odor of a controlled dangerous substance.

A search of the vehicle led to the recovery of two burnt glass tubes suspected to be crack pipes containing suspected cocaine, along with one paper fold containing a white powdery substance suspected to be cocaine, charging documents allege. The items were located on the passenger-side floorboard.

Fowler, who was seated in the front passenger seat, was placed under arrest after the search.

During a search incident to arrest, troopers also recovered a metal push rod containing suspected cocaine residue from Wills’ front-left pocket, according to charging documents.

The trooper documented that the suspected substance and paraphernalia were recognized through training, knowledge and experience, and that cocaine is a Schedule II controlled dangerous substance.

Both Wills and Fowler were released on recognizance on May 23, 2026.

Wills is scheduled for trial July 9, 2026, at Calvert District Court in Prince Frederick. Fowler is scheduled for trial July 9, 2026, at Calvert District Court in Prince Frederick.
