Two Charged After Police Locate Stolen Ford F-150 At 7-Eleven In Waldorf

WALDORF, Md. — Two Waldorf residents were charged after police located a Ford F-150 reported stolen from Prince George’s County at a 7-Eleven in Waldorf, according to charging documents.

Ionta Eugene Proctor, 41, of Waldorf, and Alize Margaret Phipps, 23, of Waldorf, are each charged with theft of $1,500 to under $25,000.

The charges stem from an incident reported around 5:42 a.m. May 22, 2026, after a Charles County sheriff’s officer received a license plate reader alert from a sheriff’s office vehicle.

Court documents state the alert involved a Ford F-150 with a registration connected to a reported theft. The alert was received in the area of Bensville Road and Billingsley Road.

Investigators ran the registration through NCIC and confirmed the vehicle had been reported stolen from Prince George’s County, Maryland.

The vehicle was later located on Middletown Road and was observed turning into the 7-Eleven at 3370 Middletown Road in Waldorf. The vehicle stopped at a gas pump, according to the reports.

A Charles County sheriff’s corporal and the reporting officer conducted a felony stop. Two occupants were taken into custody.

The driver was identified as Proctor, according to court documents. Police reported Proctor was positively identified through his Maryland identification card.

The passenger was identified as Phipps. Court documents state Phipps was positively identified through her previous history in the Charles County Sheriff’s Office local system.

The vehicle was confirmed stolen on May 22, 2026, at about 6:10 a.m., according to charging documents.

Proctor and Phipps were placed under arrest, transported to the Charles County Detention Center and charged.

Court records show both were released on their own recognizance on May 22.

Both cases are scheduled for trial/officer scheduling hearings on July 17, 2026, in Charles District Court.

If convicted, each defendant could face up to five years of incarceration and a fine of up to $10,000, based on the maximum penalty listed for theft of $1,500 to under $25,000.
