WALDORF, Md. — Two people are facing assault charges after Charles County sheriff’s deputies responded to a suspicious-activity call at a Waldorf apartment complex. Deputies allege one man resisted being placed in a police cruiser and kicked two officers. A woman is accused of striking an officer’s hand while trying to get past police.
Lance Cedric Jordan, 39, of White Plains, was arrested Aug. 18 and charged in the District Court for Charles County with felony second-degree assault on a law enforcement officer.
Ebony C. Johnson, 38, of Indian Head, was arrested in connection with the same incident and charged with misdemeanor second-degree assault.
According to a statement of probable cause, a Charles County sheriff’s officer responded at approximately 10:51 p.m. Aug. 18 to the 2000 block of Amber Leaf Place in Waldorf for a report of suspicious activity.
Police said an unknown caller reported seeing a man wearing an orange shirt knocking on their door.
When officers arrived, they located a man matching the description sitting on the ground in front of the apartment, according to the charging document.
Police identified the man as Jordan.
The report states Jordan was initially cooperative and told officers he would leave the area.
Investigators allege his demeanor then changed and he became argumentative with officers.
According to the probable cause statement, Jordan repeatedly said he was not doing anything wrong.
Police said officers initially planned to leave and were heading back to their vehicles after advising Jordan that if they had to return because of what officers described as disorderly behavior, he would be arrested.
However, Jordan’s behavior allegedly continued.
According to the report, Jordan asked the officer to “step outside” with him; the officer then displayed a Taser in an effort to calm him down.
Police said Jordan eventually returned inside, and officers again began leaving the area.
According to the charging document, Jordan continued yelling and using profane language toward officers.
Police said Jordan followed the deputies outside as they returned to their police vehicles.
The report alleges that as an officer attempted to leave the parking lot, Jordan exited the building, stood in front of the police vehicle and refused to move, which police described as creating a disturbance in the parking lot.
The officer then took Jordan into custody.
As deputies attempted to place him in a police cruiser, investigators alleged Jordan locked his limbs and actively resisted, preventing officers from placing him inside.
Police said officers made several attempts before determining that a larger prisoner transport vehicle would be needed.
When the transport vehicle arrived, multiple officers carried Jordan to it, according to the probable cause statement.
Investigators allege Jordan continued resisting for several minutes and refused to enter or remain safely positioned inside the vehicle.
During the struggle, police alleged Jordan kicked one officer in the chest.
Investigators also alleged he kicked a sergeant in the shoulder.
According to the report, Jordan then made a profane statement referencing the daughters and mothers of several officers at the scene.
Police said the emergency response team at the Charles County Detention Center was later needed to take Jordan into the facility because he continued actively resisting.
Jordan was ultimately charged with felony second-degree assault on a law enforcement officer.
Woman Approaches Officers During Arrest
A separate probable cause statement filed against Johnson describes what happened as deputies were trying to get Jordan into a police vehicle.
According to Johnson’s charging document, while deputies were attempting to place Jordan into a police vehicle, the officer reported seeing a woman approaching from the other side of the parking lot.
Police identified the woman as Johnson.
The officer alleged Johnson was walking toward the deputies in what the officer described as an aggressive manner and at a fast pace.
According to the probable cause statement, the officer attempted to speak with Johnson as she approached, but she allegedly continued walking toward the group of officers.
The officer then told Johnson to stop.
Police said the officer placed a hand out to prevent Johnson from moving past him toward the other deputies.
According to the charging document, Johnson allegedly smacked the officer’s hand down and attempted to walk past him.
The officer immediately placed Johnson in handcuffs and put her into a police cruiser, the report states.
Johnson was identified through law enforcement databases and charged with misdemeanor second-degree assault.
Court records show Jordan and Johnson were each released on their own recognizance Aug. 19, meaning neither was required to post monetary bail.
Both cases are scheduled for trial officer scheduling hearings Oct. 13, 2026, in Charles County District Court.
