Prince Frederick, MD –ย An argument about whether their son should be examined by a doctor turned physical between a Calvert County man and his ex-wife Monday, Aug. 17. Now the man, a Prince Georgeโ€™s County Police Department corporal, is facing charges of assault and has been suspended without pay by the agency.

According to documents on file in District Court of Maryland for Calvert County, the incident was reported around 3:45 p.m. and occurred at the home of the accused, Steven Anthony Moure, 35 of Prince Frederick.

Moureโ€™s ex-wife, identified in court documents as Margaret Whitehead, told Cpl. J.M. McCarroll of the Calvert County Sheriffโ€™s Office that she had recently โ€œbeen staying back at his home for approximately a month.โ€

Moure and Whitehead, who were granted a divorce in 2013, have three children ranging in age from 6 to 14.ย  The court granted Moure sole custody of the children and Whitehead is allowed supervised visitation only, court documents stated.

โ€œShe further reports that they recently went to Pennsylvania and that Moure assaulted their oldest son while there,โ€ McCarroll stated in court documents. โ€œTheir son injured his leg at football practice and she wanted to take him to the doctor but that Moore didnโ€™t allow it. She made arrangements and took him to the doctor today [Monday, Aug. 17] and that started an argument with Moure.โ€

McCarroll stated in court documents that the verbal dispute escalated when the son indicated he wanted to go to football practice, a move Moure was against.

โ€œAs the argument escalated Moure became more angry and told Whitehead to get out of the house,โ€ McCarroll stated. According to McCarrollโ€™s court statement the oldest son attempted to talk with his father โ€œand yelled to him.โ€ At that point โ€œMoure just went off,โ€ yelling back at his son, chasing him into a bedroom, shoving him back down on the bed โ€œand then punching him in the chest,โ€ McCarroll stated. โ€œWhitehead recorded the incident on her cellphone. When Moure realized that he was being recorded he came charging after her, shoving back over a hallway railing and grabbed her arms in a struggle to get the cellphone from her.

During the struggle Whitehead reports that Moure grabbed her, elbowed her and pried the cellphone out of her hands.โ€

Whitehead used the home phone to call 911 for help. According to McCarroll, Whitehead โ€œhad no visible sign of injury and refused medical care.โ€

The court documents indicated the son involved in the fracas confirmed his motherโ€™s story to police. According to McCaroll, the son โ€œwas observed with marks to his chest and a small bleeding open swollen wound to his elbow. The chest marks were red and one appeared like an abrasion and some possible bruising starting.โ€

The juvenile refused medical treatment. The boyโ€™s injuries were photographed as evidence for the case.

Moure was interviewed by Sgt. Goldsmith, one of the first officers to respond to the scene. โ€œMoure stated that he was only disciplining his son due to him being disrespectful,โ€ court documents stated. โ€œMoure reports that his son hit him before the alleged assault upstairs at the bedroom but he had no signs of injury.โ€

Moure was arrested without incident. He has been charged with one count of second-degree child abuse and two counts of second-degree assault. A District Court hearing on the charges is tentatively set for Sept. 14 at 1 p.m. He was released on bond following a bail a review.

In announcing Moureโ€™s suspension, Prince Georgeโ€™s County Police Chief Mark Magaw labeled the allegations against the officer โ€œtroubling. Prince Georgeโ€™s County police officers are expected to behave in a professional manner both on and off duty.

Moure has been with the department for nine years and is currently assigned to the Bureau of Administration.
