LUSBY, Md. — A Lusby man was arrested after a traffic stop in Prince Frederick led to DUI and drug possession charges, according to court documents.
Joshua Drew Carroll, 27, of Lusby, was stopped by a Maryland State Police trooper on March 1, 2026, at approximately 9:35 p.m. while traveling westbound on Rousby Hall Road near Miriam Drive.
According to the Statement of Probable Cause, the trooper observed a black BMW displaying Maryland trailer tags that, based on training and experience, should have been affixed to a trailer rather than a passenger vehicle. A records check showed the plates were expired and unregistered.
During the stop, the trooper made contact with Carroll, the sole occupant of the vehicle, and detected a strong odor of an alcoholic beverage. The trooper also observed Carroll’s eyes to be bloodshot and glassy. Carroll advised he had consumed Fireball earlier in the evening. A license check revealed Carroll only possessed an identification card and did not have a valid driver’s license.
Field sobriety tests were conducted and performed unsatisfactorily. A preliminary breath test delivered a BrAC of .11. Carroll was then placed under arrest for driving under the influence.
During a search incident to arrest, troopers located a red plastic cut straw containing suspected cocaine and a metal container holding a plastic bag containing suspected cocaine in Carroll’s pants pocket. The items were seized and packaged as evidence.
Carroll was transported to the Maryland State Police Barrack, where he was advised of his rights and submitted to an Intoximeter breath test. That test produced a result of .06 BrAC per 210 liters of breath.
He was later transported to the Calvert County Detention Center, where he was charged with driving while under the influence of alcohol, driving while impaired by alcohol, possession of CDS — not cannabis, and possession of CDS paraphernalia. Carroll was released on his own recognizance on March 2, 2026.
A hearing is set for April 1, 2026 in Calvert District Court.

Stop letting these criminals out on their own recognizance. How does this protect the people of Calvert County that follow the law. As he was drunk he most likely could have caused a life ending accident. So Calvert just waits until they are sobered up to release them back to do more harm. Great just Great.
