WALDORF, Md. — A White Plains man has been issued a summons after authorities say he stole construction and outdoor living materials from the Waldorf Lowe’s during two separate incidents in 2025.

David Eugene Gregory, 57, of White Plains, is charged in Charles County District Court with theft of $1,500 to under $25,000, theft of $100 to under $1,500, and theft scheme of $1,500 to under $25,000.

According to charging documents, the thefts happened at the Lowe’s store on Crain Highway in Waldorf on May 19, 2025, and May 22, 2025.

Police said Gregory entered the store on May 19 and loaded various construction materials onto a large cart before leaving without paying. The value of the merchandise from that incident was listed at $1,245.26.

Three days later, authorities allege Gregory returned to the same Lowe’s and loaded various outdoor living materials onto a large cart. Police said he again passed all points of sale without paying and left the area. The value of the merchandise from the second incident was listed at $401.86.

The total reported loss between the two incidents was approximately $1,647.12.

Charging documents state the thefts were discovered by a Lowe’s loss prevention manager during an audit. The manager reviewed surveillance video and found footage allegedly showing Gregory committing the thefts on both dates.

Police wrote that the suspect used the same method during both incidents, loading merchandise onto a cart and leaving without paying. Investigators also said the same vehicle was used during both thefts.

At the time of the incidents, police said they were unable to identify the suspect because they could not obtain useful information from a Maryland dealer tag on the vehicle.

The case moved forward in May 2026 after an officer began investigating several thefts at the Waldorf Home Depot. During that investigation, police said they received video and still images of a suspect and vehicle used in thefts from Home Depot. The officer wrote that the suspect and vehicle appeared to match the Lowe’s theft investigation.

According to charging documents, the navy blue Ford truck seen in the Home Depot case was displaying a Maryland registration plate rather than a dealer tag. Police said that plate helped connect Gregory to the Lowe’s thefts.

A summons was issued for Gregory on May 18, 2026.

A preliminary inquiry hearing is set for July 6, 2026, in Charles District Court.
