Governor Larry Hogan Signs Executive Order Declaring State Of Emergency, Activating National Guard

ANNAPOLIS, MD โ€“ Governor Larry Hogan Monday evening, April 27, at the request of Baltimore City, has signed an Executive Order declaring a state of emergency and activating the National Guard to address the growing violence and unrest in Baltimore City.

The governor, along with Lt. Governor Boyd Rutherford and National Guard Adjutant General Linda Singh, will hold a press conference at the Maryland Emergency Management Agency this evening at 8:30 p.m.


The Baltimore Orioles game at Camden Yards vs. the Chicago White Sox scheduled for Monday evening, April 27 has been postponed.


Updated information from the Maryland State Police

PIKESVILLE, MD –– The Maryland State Police is continuing to provide law enforcement assistance to the Baltimore Police Department in support of their ongoing public safety operations.

At the request of the Commissioner of the Baltimore Police Department, the Maryland State Police sent 42 troopers to Baltimore early this afternoon. At 4:00 p.m. today, another 40 troopers were ordered to duty and will be deploying to Baltimore early this evening to join the troopers already there. Troopers are being deployed where needed at the direction of Baltimore Police Department commanders.

Maryland State Police Superintendent Colonel William Pallozzi is coordinating the support operations of state troopers, to ensure requests are accommodated to the extent possible. He is monitoring events along with other officials at the Maryland Emergency Management Agency.

Since last Thursday, more than 280 state troopers have provided assistance in Baltimore. Maryland State Police will continue to provide assistance as requested by the Mayor of Baltimore and the Commissioner of the Baltimore Police Department.

Other police officers from state law enforcement agencies are also assisting. Those officers are from the Maryland Transportation Authority Police and the Maryland Capitol Police.

Statement From Governor Larry Hogan On Violence In Baltimore City

ANNAPOLIS, MD – Governor Larry Hogan is closely monitoring the situation in Baltimore City and has been in contact with Mayor Stephanie Rawlings-Blake office to provide the city with whatever resources are required.ย  The Maryland State Police have been dispatched in a supporting role on the ground, as well as other resources and equipment from various state agencies.

“Todayโ€™s looting and acts of violence in Baltimore will not be tolerated. In response, I have put the Maryland National Guard on alert so they can be in position to deploy rapidly as needed. I strongly condemn the actions of the offenders who are engaged in direct attacks against innocent civilians, businesses and law enforcement officers. There is a significant difference between protesting and violence and those committing these acts will be prosecuted under the fullest extent of the law.

“My thoughts and prayers go out to the men and women in uniform who are actively working to stem this violence and several who been injured in the line of duty. These malicious attacks against law enforcement and local communities only betray the cause of peaceful citizens seeking answers and justice following the death of Freddie Gray.”


Statement from Maryland Attorney General Brian E. Frosh on events in Baltimore:

“The death of Freddie Gray was a tragedy.ย  Perhaps it can lead us on a path toward progress. Violence, fires and looting will not get us there.

The line from peaceful protest to looting and violence has, sadly, been crossed. The events in Baltimore are putting first responders and many in our community at risk. Destroying property and injuring citizens and law enforcement officers drives us apart.

It is painful that the situation has deteriorated to the point where we need a state of emergency and and a curfew to restore order in Baltimore. But those decisions are necessary in the short term.

The violence must stop. We must channel our energy peacefully, and work together to build the city and the state we want. Baltimore is a great city. Maryland is a great state. The actions of a few people perpetrating violence will not define us, and will not deter our important work to build our community and provide public safety and justice for all.

The Office of the Attorney General is prepared to provide all necessary counsel and resources to respond to this emergency.”
