On April 2, Deputy Brandon Foor responded to a noise complaint within a residential neighborhood in Mechanicsville. While investigating the noise complaint, Foor stopped a Honda passenger vehicle which had been described as possibly involved.
During the stop, Foor observed drug paraphernalia (smoking device) in plain view. A search of the vehicle revealed a second smoking device in the passenger compartment along with a quantity of suspected Marijuana. The vehicle operator, Edward E. Moore, 20, of Mechicsville was charged with possession of drug paraphernalia and possession of Marijuana.
