
DUNKIRK, Md. — A Fort Washington woman was arrested earlier this month after a traffic stop in Dunkirk led to the discovery of suspected drugs and paraphernalia, according to court documents.
Keisha Yolanda Collins, 47, was taken into custody on March 23, 2026, following a traffic stop conducted by a Maryland State Police trooper in the area of Route 4 near Drury Lane.
According to charging documents, the trooper observed a gray Mercedes-Benz traveling below the posted speed limit and failing to maintain a single lane, drifting onto the shoulder multiple times before returning to the roadway. The vehicle later merged lanes and made a U-turn before continuing northbound on Route 4.
After initiating a traffic stop, the trooper made contact with the driver, identified as Collins, who appeared disoriented and displayed signs of impairment. Authorities noted she had difficulty responding to basic questions, appeared unaware of her surroundings, and exhibited what was described as a “1000-yard stare,” along with visible shaking.
During the encounter, Collins reportedly told the trooper she had left her license and registration at home. As the interaction continued, she began stumbling and walking into traffic, requiring repeated instructions from officers to ensure her safety.
Emergency medical personnel were requested to the scene after Collins complained of head pain. She was transported to a hospital for evaluation and later released.
Further investigation of the vehicle led to the discovery of a cigarette containing suspected phencyclidine (PCP) residue on the front passenger seat, according to the report.
Collins was subsequently arrested and charged with possession of a controlled dangerous substance (not cannabis) and possession of drug paraphernalia. She later refused a blood test for drug impairment after being advised of her rights.
Court records show Collins was released on her own recognizance following her arrest.
A hearing is set for May 14, 2026 in Calvert District Court.
