
BALTIMORE – Attorney General Anthony G. Brown announced this week that former state employee Racquel Britt Davis, 51, of Baltimore, Maryland, pleaded guilty to a felony theft scheme before the Honorable Robert E. Cahill, Jr., in the Circuit Court for Baltimore County. Ms. Davis is alleged to have stolen approximately $63,898.33 in the form of payments received from American Family Life Assurance Company of Columbus (AFLAC) based on false insurance claims.
Between October 2017 and September 2020, Ms. Davis submitted 18 fraudulent insurance claims under her AFLAC short-term disability policy. The insurance claims falsely stated that she was unable to work at her job with the Maryland Department of Public Safety and Correctional Services due to a medical disability. Ms. Davis submitted forged or altered documentation from various physicians in support of these false claims.
A joint investigation by the Maryland Office of the Attorney General and the Maryland Insurance Administration determined that the insurance claims were fraudulent, in that Ms. Davis had never sought medical treatment for the disabling conditions she claimed to have and/or she was not medically excused from work during the periods she had claimed to be disabled.
Ms. Davis is scheduled to be sentenced on February 6, 2025. She will also be required to pay restitution to AFLAC.
In making today’s announcement, Attorney General Brown thanked his Criminal Division, specifically the Fraud and Corruption Unit Chief Alexander Huggins and Assistant Attorney General Michael Palisano who is prosecuting the case. Attorney General Brown also thanked the Maryland Insurance Administration Fraud and Enforcement Unit, MIA Forensic Auditor Suzzanne Jones and Investigator William Wagner. Finally, Attorney General Brown thanked State’s Attorney for Baltimore County Scott Shellenberger for his assistance with this prosecution.
