ANNAPOLIS, Md. — A former Prince George’s County Sheriff’s Office K-9 handler has been arrested in connection with an ongoing Anne Arundel County investigation that previously led authorities to recover numerous suspected explosive devices from an Annapolis home.
Micah Yofi Sam, 51, of Brandywine, was arrested Sept. 2, 2026, in Prince George’s County after investigators developed evidence alleging he supplied explosive materials and technical guidance to another man accused of manufacturing destructive devices.
The Anne Arundel County Fire Department’s Fire/Arson & Explosives Investigative Bureau identified Sam as a second suspect during its investigation of Lee Scott Wygal Ralston, 37, of Annapolis.
Investigators allege Sam provided Ralston with explosive materials as well as information and technical guidance related to constructing destructive devices.
Sam is charged with two felony counts of possessing explosive or incendiary material with intent to create a destructive device and one count of conspiracy involving the manufacture of a destructive device.
Court records list alleged offense dates of March 23, 2025, and May 17, 2025, for the two explosive-material charges. The alleged conspiracy is listed as occurring between March 20 and July 1, 2025.
An arrest warrant was issued Sept. 1, and Sam was taken into custody without incident the following day by Anne Arundel County Police working with fire investigators.
Court records show Sam was initially ordered held without bond.
The investigation dates back to April 14, when Anne Arundel County fire investigators, working with the ATF, FBI, Anne Arundel County Police and Annapolis Fire Department, executed a search warrant at Ralston’s Annapolis residence.
Investigators recovered what the fire department described as a significant number of suspected explosive devices of varying sizes and compositions, along with materials consistent with constructing additional devices.
Ralston was initially charged with 32 felony counts of manufacturing a destructive device and 32 felony counts of possessing a destructive device.
The investigation that led authorities to Ralston’s home originated with the Maryland Natural Resources Police and allegations of repeated illegal deer hunting, including hunting at night and from a roadway.
Natural Resources Police also recovered numerous firearms, suppressors and ammunition during the investigation.
Current Circuit Court records for Ralston list 26 charges, including 20 felony destructive-device counts and six felony counts involving possession of explosive or incendiary material with intent.
Ralston was initially held without bond following his arrest but was released following a May 14 bond review before Judge Stacy Wiederle McCormack.
His case has since included motions to dismiss and suppress evidence, along with a brief bench warrant that was issued June 2 following a reported pretrial violation. The warrant was recalled and quashed June 4.
A jury trial is set for Oct. 15, 2026.
Sam’s arrest does not close the investigation. The Anne Arundel County Fire Department said the case remains active and asked anyone with information to contact the Fire Marshal Tip Line at 410-222-TIPS.
