
ANNAPOLIS, Md. — Maryland lawmakers are moving forward with legislation aimed at cracking down on vehicles that are registered out of state but primarily driven by Maryland residents, a practice lawmakers say has become increasingly common and costly for the state.
SB 111 and HB 212 would impose civil fines on drivers who fail to properly register their vehicles in Maryland within the required time frame. Under current law, new residents are generally required to register their vehicles with the Maryland Motor Vehicle Administration within 60 days of moving to the state. Lawmakers say some drivers bypass that requirement by registering vehicles in neighboring states, most often Virginia, to avoid Maryland’s higher registration fees, insurance requirements and traffic enforcement penalties.
Improper out-of-state registration has the potential to undermine traffic safety enforcement, particularly with automated systems such as speed and red-light cameras, and can shift the financial burden of road maintenance and public safety onto drivers who follow the law, according to supporters of the legislation. Unpaid citations tied to out-of-state tags have been a recurring concern for local governments across Maryland. At the same time, identifying true residency can be complex, particularly for military members, students and seasonal workers, and lawmakers have emphasized the need for clear exemptions and due process.
One proposal would allow the state to levy daily fines on Maryland residents who are found to have improperly registered their vehicles elsewhere, with penalties accumulating over a set period if the owner fails to comply. Another measure would formalize the enforcement process by requiring the MVA to notify vehicle owners suspected of improper registration and provide a compliance window before fines are assessed. Together, the bills are intended to encourage voluntary compliance while giving the state clearer authority to act when violations persist.
The issue has gained renewed attention as cross-border commuting increases and enforcement data cited by lawmakers shows a disproportionate number of unpaid citations linked to vehicles registered outside Maryland. While some neighboring states have tightened their registration rules in recent years, lawmakers say gaps remain in Maryland that allow some drivers to avoid compliance.
The bills are currently under review in the General Assembly, with hearings expected in the coming weeks. As lawmakers debate the balance between enforcement and fairness, the outcome could have a significant impact on how Maryland addresses vehicle registration compliance and traffic accountability moving forward.

If maryland would stop raising the price of vehicle registration to an ungodly amount maybe people wouldn’t register their cars in different states
If everyone paid their fair share it shouldn’t be sky high. People have these Virginia tags because it’s a loophole that’s being exploited. Close the damn loophole. If you don’t like the costs that all should pay legally go live somewhere else that has a balanced pay scale to boot. Or be like most PA residents who commute to MD for higher pay and live in PA for cheaper living costs. No different
they go elsewhere because they don’t require proof of insurance. create the fine for the registration and give fine for driving w/o insurance and tow car. create holiness for reporting residents with out of state tags.
Maryland is hurting people like me that live on Social Security only. I’m now 68 and am seriously looking into moving out of Maryland. Love the state but can’t afford it anymore.

I agree that if you live in Maryland you should have to have your car registered here. But it is a money grab. Keep in mind when an out of state vehicle registers here you’ll have to get the car inspected, putchase higher insurance and pay tax on the fair market value of the vehicle. This will likely put re- registering in Maryland over $1000.

Nope – people were doing this as a means to not carry insurance before they raised the fees. Maryland should put this against the tax returns these people file, since they’re just trying to skirt the law. Military on post out of state or temporary residents (secondary domicile) should be the only exception.
Maybe this is a wake up that that fees and fines in Maryland are too high.
Maryland caused this problem with the insane MVA fees, when they double and tripled the cost no wonder people are looking for a better way, I respect that. Maryland doesn’t care about the safety or anything except the money.

Btw, VA 2yr reg is less than $100, Md 2 yr reg $250 to 300 or more… plus inspections…. and now fines lol. I hope this includes Montana, where it’s easy to set up an LLC and get tags there even if you’re a Maryland resident. If you want more info, ask the Deputy Director of Harford County Department of Parks and Recreation. He’s done it for a couple of his vehicles. Yeah, getting paid directly by taxpayers while avoiding paying the government what he owes.

Trailers, Holly crap, I get 5 year, title and registration from Maine for 165 bucks, Maryland is off the charts , it has become impossible, we are fixed income.
Maybe they need to come up with a teared system, if you drive 60000 miles commuting then maybe you are impacting road conditions, we drive maybe 3000 miles a year now, just our registration fee per year is costing us .12 per mile, or maybe senior discounts, or something?
