
OXON HILL, Md. – The Prince George’s County Police Department’s Homicide Unit charged two suspects in connection with a murder in Oxon Hill in February. The two suspects are 20-year-old Orlando Edwards and 21-year-old India Stroman. They are both from Washington, DC. Edwards and Stroman are charged in connection with the fatal shooting of 47-year-old Ricardo Lee Vance of Oxon Hill.
On February 3, 2026, at approximately 9:15 pm, officers responded to the 6100 block of Oxon Hill Road for a shooting. Once on scene, they located Vance outside suffering from a gunshot wound. He was pronounced dead on the scene.

Through various investigative techniques, detectives identified the suspects and obtained arrest warrants. The PGPD’s Fugitive Unit, which is part of the U.S. Marshals Service Capital Area Regional Fugitive Task Force, located and arrested both suspects on Thursday.
The preliminary investigation revealed the shooting stemmed from a dispute. The suspects and victim did not know each other.
The suspects are each charged with first and second degree murder and related charges. They are both in the custody of the Department of Corrections.
