SEVERN, Md. — The Anne Arundel County Police Department released body-worn camera footage Monday, Aug. 31, 2026, from a May incident in Severn that ended with officers shooting a woman accused of carjacking a vehicle, striking an officer and multiple vehicles, and later attempting to take another occupied vehicle.
The May 7 incident began around 9:10 p.m. when Northern District officers responded to the area of North Crain Highway and 11th Avenue in Glen Burnie for a reported hit-and-run crash.
Investigators determined the driver, later identified as Jasmin L. Cooper, 29, of Crownsville, had crashed into another vehicle before allegedly forcibly taking a vehicle belonging to a family member who had responded to help her following the initial collision.
Western District officers later located Cooper inside the vehicle in the 8500 block of Pioneer Drive in Severn.
The newly released body-camera footage captures officers repeatedly ordering the driver to turn off the vehicle and get out.
“Turn the car off,” officers can be heard repeatedly commanding before directing the driver to exit the vehicle.
Police reported Cooper then drove toward officers, striking an officer, two police vehicles and a civilian vehicle. Corporal L. Hylton and Officer N. Watson discharged their department-issued firearms, striking Cooper.
Hylton was identified as an eight-year veteran of the department, while Watson had been with the agency for one year at the time of the incident. Both were assigned to the Bureau of Patrol.
Despite being struck by gunfire, Cooper allegedly continued driving on Pioneer Drive.
Additional officers saw the vehicle turn from Pioneer Drive onto Reece Road before it crashed into another civilian vehicle near Reece Road and Telegraph Road.
Police reported Cooper then exited the vehicle and attempted to enter another occupied vehicle before detectives took her into custody.
The body-camera footage later captures officers communicating that a woman was in custody and requesting medical assistance after discovering she had suffered a gunshot wound.
Cooper was treated at the scene and transported to an area trauma center with a non-life-threatening gunshot wound. The officer who was struck was taken to an area hospital with a non-life-threatening injury and later released.
Cooper was subsequently charged with carjacking, attempted carjacking, multiple counts of reckless endangerment, second-degree assault, theft and related offenses stemming from the May 7 incident.
Court records show Cooper was ordered held without bond on May 27. She was later indicted in Anne Arundel County Circuit Court on July 24.

The Anne Arundel County Police Department said its Criminal Investigation Division continues to handle the investigation into the non-fatal shooting.
