
WASHINGTON, D.C. — The Metropolitan Washington Council of Governments (COG) will host the 33rd Annual Wreath-Laying Ceremony and Honor Guard Competition on Saturday, May 3, from 10 a.m. to noon at the National Law Enforcement Officers Memorial in Washington, D.C.
This annual event solemnly honors correctional officers across the United States who have died in the line of duty. Organized by COG’s Corrections Chiefs Committee, the ceremony provides a space for families, colleagues, and the public to remember the sacrifices made by correctional professionals.
This year, Agent Davis G. Martinez of the Maryland Department of Public Safety and Correctional Services, who died on May 31, 2024, will be among those honored. Martinez is recognized as the first officer in Maryland state corrections history to die in the line of duty while conducting transport operations, marking a significant moment in the state’s public safety history.

Several other Maryland correctional officers will also be recognized, including:
- David W. McGuinn, Maryland State Division of Corrections – End of Watch: July 25, 2006
- Jeffery A. Wroten, Maryland State Division of Corrections – End of Watch: Jan. 27, 2006
- Gregory Guy Collins, Maryland State Division of Corrections – End of Watch: June 4, 2001
- Herman L. Toulson Jr., Maryland State Division of Corrections – End of Watch: Oct. 6, 1984
