
CALIFORNIA, Md. — A California woman is facing 20 charges after investigators linked her to a Kik account allegedly used to distribute child sexual abuse material and later found files tied to animal cruelty allegations involving a dog named Millicent.
Maggie Elisabeth Marie Chutjian, 40, of California, was arrested May 15, 2026, on a warrant issued by Judge Jessica Lang in St. Mary’s District Court.
Charging documents state the investigation began after the Maryland State Police Child Exploitation Unit and the Maryland Internet Crimes Against Children Task Force received a CyberTip from the National Center for Missing and Exploited Children. The tip involved a Kik account suspected of being used to possess, distribute or manufacture child sexual abuse material.
Investigators reviewed the CyberTip and reported that it contained multiple video files depicting child sexual abuse material, as defined under Maryland law. The Kik account included an email address, username and screen name that were later connected to Chutjian through subpoenas and records obtained during the investigation.
A search warrant was later served for the Kik account. Investigators reported finding files sent through Kik chats and group chats to several other users over multiple dates in October 2024. The filings allege the files depicted minors engaged in sexual conduct.
The investigation expanded after authorities reported finding two files involving sexual abuse of a light-colored female dog. The dog was later identified as Millicent, who investigators reported Chutjian had watched for about a week at the dog owner’s home in Hollywood.
On Aug. 19, 2025, members of the Maryland State Police Child Exploitation Unit and Homeland Security Investigations executed a residential search and seizure warrant at Chutjian’s California residence. A body search warrant was also executed.
During an interview, Chutjian acknowledged the email address and username tied to the Kik account were hers and reported having the account for about a year, charging documents state. She also reported using Kik groups related to child sexual abuse material and told investigators she used search terms to find groups.
Regarding the animal cruelty allegations, charging documents state Chutjian confirmed she had recently watched Millicent and identified herself in one of the videos. She told investigators the dog was not hurt, according to the filing.
Chutjian is charged with 18 felony counts of promotion or distribution of child sexual abuse material, with alleged offense dates listed between Oct. 6 and Oct. 8, 2024. She is also charged with two felony counts of aggravated animal cruelty tied to Oct. 8, 2024.
Court records show Chutjian was initially held without bond on May 15. Judge Karen Christy Holt Chesser later presided over a bail review hearing on May 18, and Chutjian was released on recognizance.
A preliminary hearing is scheduled for June 18, 2026, in St. Mary’s District Court.
